The European Union and France mobilized to support the agroecological transition in the Indian Ocean region

The European Union and France are funding a new regional programme entitled DeSIRA+ Indian Ocean, to support the agroecological transition of the Indian Ocean island states. This programme, with a budget of 7 million euros, aims to build on the achievements of the regional SANOI programme (Food and Nutrition Security in the Indian Ocean), implemented from 2020 to 2025 in partnership with the Indian Ocean Commission.

A biodiversity hotspot, the Indian Ocean region is home to nearly 33 million people. Despite the diverse socioeconomic situations of the different territories, food and nutrition security remains a major challenge for all the island states of the region, especially as it will depend on climate change in the coming years. An adaptation strategy is therefore necessary, both to strengthen socioeconomic resilience and to preserve natural ecosystems.

The regional SANOI programme (Food and Nutrition Security in the Indian Ocean), financed by the European Union under the 11th European Development Fund and implemented in partnership with the Indian Ocean Commission, has been a key driver for promoting sustainable farming practices in the region. It has also strengthened sanitary and phytosanitary monitoring and control systems, which are vital for developing trade at the regional level. In addition, the programme has informed multi-stakeholder dialogues by providing States with information tools for food and nutrition security, while also fostering the sharing of expertise among actors across the Indian Ocean region. To accelerate change by building on the achievements of the different initiatives conducted in the region, it is essential to invest in action research to create enabling conditions for the rapid transformation and adaptation of agricultural and food systems.

The EU DeSIRA initiative (Development Smart Innovation through Research in Agriculture) draws on the commitments of the Paris Climate Agreement and on COP23 in Bonn (2017) to highlight the role of agriculture in the climate change agenda. It aims to strengthen and optimize the partnerships of the European Union and its Member States based on agricultural research and development as well as the stimulation and dissemination of innovation for the benefit of partner countries.

Drawing on the results of the first phase, a second phase of the initiative has been launched (DeSIRA+). The European Union has allocated a budget of 5 million euros to the Indian Ocean region, supplemented by a grant of 2 million euros from the French Development Agency (AFD).

DeSIRA+ Indian Ocean (IO) aims to:

  • Build on the diverse and effective mechanisms that support the agroecological transition by documenting and measuring their impacts on farms and ecosystems;
  • Raise awareness among decision-makers of the proven benefits of agroecology and help to remove political and institutional barriers to accelerate the transition;
  • Support innovative projects through a call for projects mechanism, in order to scale up successful experiments and to engage more producers in the agroecological transition.

The actions conducted under DeSIRA+ IO may focus on plant health, soil and water management, enhancing the ecosystem services provided by agroecology, and supporting value chains for agroecological products. DeSIRA+ IO will complement other ongoing or forthcoming national and regional projects in the countries of the region that are also financed by the European Union.

France is also involved in food security in the Indian Ocean region, in particular through ºÚÁÏÍø911’s activities, as well as through the implementation of national projects aligned with the strategic priorities of the partner countries. These include structuring rural ecosystems (investments to improve access to agricultural water and to open up production areas), providing support on financial and non-financial services for family farms, helping to structure agricultural value chains, and strengthening action research systems with networks of regional stakeholders.

In short, three objectives are targeted:

1. Supporting the development of projects to begin scaling up agroecological practices tested in the territories concerned;
2. Creating a regional dynamic through integrative projects, mobilizing the different Indian Ocean territories;
3. Drawing on lessons from initiatives implemented and confirming the role of the PRERAD-OI regional platform as a key actor in promoting and disseminating results to foster a science-policy dialogue on food security and resilient agricultural systems.

Knowledge sharing activities and workshops will enrich discussions (at the national, regional and even supra-regional levels) on the agroecological transition.

Projects with a national focus, potentially covering foreign states from the region (Madagascar, Comoros, Mauritius), as well as those with a regional focus, will be implemented.
