Towards integrated governance of water management in Ceará
The aim is to support political and institutional actors in the state of Ceará in developing new forms of local governance, in connection with the territories and municipalities, which will complement the centralised water distribution strategy and promote more efficient use of all water resources in line with agricultural development. This work comes at a pivotal time, when the central water distribution system is set to undergo major changes following new state investment. In particular, the direct supply of drinking water to all urban centres (municipalities and districts) in these inland regions of Brazil will partially free many reservoirs from their strategic role in ensuring water security for local populations.
Extending the agrarian assessment and structuring governance frameworks
The overall assessment conducted during phase one of SERTÕES will be refined by extending the analysis of agrarian dynamics to another municipality and undertaking a more in-depth analysis of existing agroecological activities in the region.
The project will also work at each level (state, municipalities and territories), and with all stakeholders, to analyse potential forms of governance, how they connect and how they operate, in order to better address intersectoral interactions within the agriculture-water-environment nexus. Working groups will be supported at each level to develop proposals on the organisation and operation of governance at each of these levels. These proposals will be validated on a regular basis through cross-level meetings to ensure complementarities and to prevent negative interference.
An initial inventory of the geolocated information available within the local territories will be compiled and centralised.
Towards a pilot model for the sustainable governance of territorial water resources
The expected results of this project are:
- A comprehensive assessment of agrarian dynamics, of the impact of the dairy sector on the use of natural resources, especially water, and an analysis of the agroecology stakeholders working in this context;
- A proposal for a pilot model of multi-level, multi-stakeholder governance covering the use of all territorial water resources, specific to sustainable development in the Brazilian Nordeste and transferable to other municipalities;
- An initial prototype of a platform for sharing useful information concerning municipalities and local territories, as well as a strategy for continuous updating of available information through the mobilisation of different stakeholders and sources.
