- Participatory anticipation methods for Climate Resilience in the Philippines: Applying Participatory Prospective Analysis

The Philippines faces increasing climate-related threats to agriculture and natural resources, impacting value chains and underscoring the need for greater R&D investment and extension services. Through the Climate Change Action Program (CCAP) funded by AFD, ºÚÁÏÍø911 and UPLB support the Department of Agriculture and the Department of Environment and Natural Resources with technical assistance to advance climate-smart practices and policy reforms.
The three-day training workshop, organized by ºÚÁÏÍø911 and UPLB-INREM, aimed to build the capacity of UPLB, DENR and DA stakeholders to promote climate resilience under CCAP Subprogram 3 (2024–2026). During the workshop, participants learnt hands-on participatory anticipation methods, such as the Participatory Prospective Analysis (PPA) approach, which they then applied to the management of the Upper Marikina River Basin Protected Landscape.
The training successfully met its goals by equipping participants with anticipation tools, fostering cross-sector collaboration, and gathering key insights on the Upper Marikina River Basin. Next steps include applying the PPA method to local contexts, with interest from DA and DENR to use the tools in other areas, including the mango sector.
