IndoKAKAO project: for a sustainable and inclusive cocoa sector in Indonesia

The Indonesian Ministry of Planning (Bappenas), the French Embassy in Indonesia, and ºÚÁÏÍø911 announce the launch of the IndoKAKAO project, funded by the French Ministry for Europe and Foreign Affairs (Equipe France Fund) and the Indonesian Public Microfinance Agency (PNM). This two-year project (2025–2027) aims to strengthen smallholder producers in the Indonesian cocoa sector by focusing on women and youth, as well as methods that provide greater added value.

Under the authority of the French Embassy and the Indonesian Ministry of Planning (Bappenas), and in cooperation with other Indonesian ministries, ºÚÁÏÍø911 ensures scientific and technical coordination, alongside Indonesian partners such as the Agricultural Modernization Agency (BRMP), the Indonesian Coffee and Cocoa Institute (ICCRI), the Stiper Agricultural Institute (NSTIPER), as well as private stakeholders (Bean to Bar Chocolate Association Indonesia, JIKA chocolates), associations, and cooperatives. 

A structuring and innovative project, IndoKAKAO has three objectives: 

The creation of a Technical Centre for Sustainable Cocoa Agriculture, with pilot initiatives in Java and Sulawesi. The centre will offer:

  • advisory services and technical training for 480 sector managers and will benefit nearly 20 000 producers through the outreach efforts of PNM; 
  • access to microcredit through PT Permodalan Nasional Mandiri (PNM), enabling investment in inputs and equipment; 
  • Innovative educational design (educational farms, online training, mobile applications). 

Improving the Indonesian cocoa value chain by strengthening its quality and exportability through: 

  • Disseminating good postharvest practices (fermentation, drying); 
  • Establishing certifications (organic, fair trade, geographical indication);
  • Commercial partnerships with international chocolatiers; 
  • Training professionals in organoleptic analysis to promote taste and terroir. 

Strengthening resilience and ecological sustainability by introducing agroforestry practices and reforestation initiatives to protect biodiversity and soils, in order to develop: 

  • Cocoa varieties more resistant to disease and climate change;
  • Early warning systems (drought, floods); 
  • "Zero imported deforestation" cocoa production, in line with European standards. 

The IndoKAKAO project will focus on social inclusion, particularly targeting young people and women: 50% of the direct beneficiaries will be women, trained in leadership and cooperative management. 
Specific support will be provided as part of the project to young smallholders, the new drivers of agricultural innovation in Indonesia. 
Finally, access to financing will be facilitated for young people, thanks to the partnership with PNM, of which they represent 99% of the clients. 

A partnership project designed and implemented in close collaboration with the Indonesian authorities, IndoKAKAO aims to strengthen the Indonesian agricultural sector by modernizing the cocoa industry, which has significant export potential.
It is fully in line with the agreements signed on 29 May 2025, at the Merdeka Palace in the presence of the President of the Republic of Indonesia, Mr Prabowo Subianto, and the President of the French Republic, Mr Emmanuel Macron, during his state visit to Indonesia.
With this programme, which is very concrete and has measurable effects, France and Indonesia are deepening their partnership in the agricultural and agrifood sectors, in accordance with the guidelines defined by the French and Indonesian Heads of State.

IndoKAKAO embodies a shared vision between France and Indonesia of sustainable Indonesian agriculture. The science conducted under IndoKAKAO serves small producers, managers of the diversity of territories, to contribute to the inclusive and sustainable development of the cocoa sector in Indonesia.

The cocoa sector plays a strategic role in supporting the downstream agenda, improving farmer welfare, and sustainable economic growth as mandated in the 2025-2045 National Long-Term Development Plan (RPJPN) and the 2025-2029 National Medium-Term Development Plan (RPJMN). Achieving these goals requires the active involvement of all stakeholders, including ministries, academics, the private sector, development partners, and researchers. Through the IndoKAKAO initiative in the form of research development, innovation, and global collaboration, Indonesia is committed to building an inclusive and competitive cocoa value chain that provides tangible benefits to the community.
